Do roman blinds go inside or outside the window frame?

Question by Millysgirl: I’m going to hang Roman Blinds – do they go inside or outside the window frame?
I really don’t know what I’m doing, and I can see myself learning the hard way by wasting my money on blinds when I should really get a professional to fit them.. But if I did that, then I would never, never learn.
My question is: Do I buy blinds to fit inside the frame or outside, and do they hang under the frame as well?

I have seen them hung both ways. I prefer to hang them on the inside of the frame.

If you have a deep set window, however, and like to sit things on the window ledge, then hang them on the outside.
