I just bought a new house; but, there are no window coverings (or fittings) existing. I would like to hang curtains and perhaps blinds in the windows; but, I don’t know how to measure appropriately so that the rod is well-placed and the curtains are long enough. Any advice?

Yes, one thing you may want to know is when securing the brackets to the wall you want to secure the screws into wood.. There normally will be wood behind the sheetrock within 2″ along both sides of the window and up to the ceiling. If you try to spread the brackets farther apart the rod will fall down and you will have holes in the wall.

First decide on what look you want. Do you want heavy drapes that when open expose the entire window? Then you need to leave room for the opened drape on either side of the window. Or do you just want curtains that barely cover the window? You could mount them on the frame or just outside the frame. Remember once you decide to mount something on the frame or trim it leaves a permanent mark (hole).
How you measure will depend upon your look. Most curtain rods are designed to be expandable between 30 and 48 inches (for example) so they would fit any window within that range.
