Penny’s has a wide variety of window treatments at affordable prices. They also carry all of the hardware for hanging draperies. Watch for sales, they have them frequently and it’s easy to shop online or through catalogs. Here’s their website.

It depends are you looking for blinds…try Home Depot, they have a huge selection of special order blinds and will send a professional out to your home to do the measurements and to make a template. If you are looking for draperies…..I was thinking Sears. Instead of Sears, type in ………custom draperies ….into your address bar to see who is close to you.
Lowe’s, Home Depot or other such home centers will have a good selection. KMart has the Martha Stewart line. All of these are more affordable options for non-custom window treatments. Or, just hang a bed sheet, the fold at the bottom makes a great place to insert the rod. 🙂
Lowes or Home Depot for blinds. They have good looking faux wood blinds that are not expensive, and can cut them to fit most windows while you wait.
JCPenney is your best bet for fabric treatments. The sales staff is knowledgable, and that department usually has a pretty low turnover since it is a commission based area. This means that many of the staff have been there for years and know their stuff.
As for help with installation, ask whoever helps you make your selections for a recommendation. They have to have a local installer who does their displays, and they can probably hook you up with that person.
Don’t buy your blinds from Penneys. They are over priced.
Good luck.
